It's Charlie Weasley tracking dragons - here - the dragon is a Polish Red Hornhead, a legendary kind, which once frightened Polish famous city - Krakow. Because of the legend , the kind is also called a "Wawel dragon" - Wawel is the name of the castle, beside which the creature lived > more about the legend > [link]

The mountains in the background are to be Polish parts of Tatra Mountains of course, which are pretty close to Krakow
